Please don't put that in "install". Add to "publisher", if you think
it's needed.
Then it doesn't address the issue. The user ran 'pkg install' and it
said no updates were available. If I have to run 'pkg publisher' to see
the last refresh time I might as well run 'pkg refresh'.
The point here was to tell the user when the last refresh was done.
Maybe less verbose would be:
$ pkg install SUNWipkg
No updates are available for the specified packages(s),
If you expected updates run 'pkg refresh' and retry.
