Hm. That's a really interesting assertion in a consolidation-based world rather than a monolithic importer.

How might you expect this would work before we have all consolidations working in a "you only publish the packages you changed" environment, which is a ways out?

To answer my own question, we could certainly just tell developers to lock down the version number when they publish an obsoletion/rename package. The consolidation may keep delivering with new timestamps, but it won't increment the version each build.

I think that'll work.
