Folks,
This fixes a permissions error that prevented un-privileged users from
performing operations like pkg install -nv.
The fix is in image.py. I also tried to further tidy up the calls to
img.cleanup_downloads(). It didn't appear to be getting called in all
of the paths that could create a temporary download directory.
