The following webrev contains fixes for the following issue:
12621 depend action clean_fmri could be faster

This change simply tries to limit the clean_fmri() logic to fmris that
contain '.0' which results in a nice performance boot for operations
that parse manifests or catalog action data. In particular, this
decreased pkg refresh time on my system by about 6 seconds.
