We are tracking the issue in 13216, I think this is another
manifestation of it. I'll get to it next week after feature freeze.
New webrev that applies against the gate, has some pylint warning s
removed and a corner case in package version that I came across in
testing. Padraig has reviewed and tested this one.

When interacting with packages in the All Publisher (Installed) or All
Publisher (Search) you can remove or install/upgrade them, but the list
is not being refreshed. Workaround is to hit refresh or switch out into
another publisher and then go back to the other mode.
Or if it is, the workaround of hitting refresh and then returning to the
list of all installed packages isn't solving the problem. If I quit PM
and relaunch it, the new status (removed) is displayed as expected.
