[Up/Down buttons is not in correct status for disabled publishers]
The problem was in the logic, when the last publisher was in the
disabled state and the priority of the publisher equals 1.
opensolaris.org (enabled)
someotherpub (disabled)
Wd do want to prevent to move someotherpub as it is in disabled state
and it can not be the highest priority (0), but at the same time we need
to check if this is the last publisher in the publisher's list, so we
want to prevent to move it down.
I did few tests and everything seems to work fine.
