It's the way the liveCD is constructed and the initial system installed.
The initial installation is done by a bulk transfer the contents of the
liveCD to the target drive, rather than installing packages.
Then, because the liveCD needs to work in any locale (so we don't have to
produce a different CD for each one), all the locales need to be on the CD.
Thus they all get installed.
Some of us feel that the liveCD design needs to change in order to solve
this and other problems, but what we have mostly works, and because the
redesign would be a substantial use of resources, we're choosing not to
prioritize it at the moment.

Note that once we use facets to configure localization, it would be
possible to remove unwanted localizations after installing all of them
(since install doesn't use pkg(5) but just uses giant cpio archives
instead).
This wouldn't be optimal from a performance standpoint,
but is certainly simple. It would also be possible (later on) to
remove unneeded drivers, etc, if a minimized system was desirable.
