The issue is still happening now, and all publishers appear reachable
(pkg refresh on the command-line works just fine).
You may want to close the packagemanager (forcibly if absolutely
necessary), and then try running it from a terminal window with
something like 'pfexec packagemanager -R /'. I suspect it may have
failed and printed a traceback message to the console (which you can't
see normally).
