The declaration of msat_methods was made extern rather than static because the Windows compiler doesn't accept a forward reference to a static array that doesn't have a size. Also, the Mac OS compiler doesn't allow the static to be removed on line 196 and static to be there on line 517. The setup.py changes add the solver extension to the build for all platforms.
