Hi - following webrev replaces some of the error dialogs we posted

log the error and display the notification icon in the status bar.

13975 Transport errors should be logged rather than displayed in a dialog
Is this really the desired behavior for a GUI?
Yep
If the user requested
an operation, but you're unable to perform it because of transport
errors, don't you want to notify the user that the operation failed?
Yep - the user is still notified when a Transport error occurs.
The key difference is:
Only let me know about the transport error with an error dialog when I
really need to know, such as when I do an Install, otherwise give me an
indication that there might be an issue via the notification icon, but
don't bug me with a dialog. Its all about reducing the noise level for
the user, but still giving them access to the errors if they need/want them.
