14013 image catalog rebuild can stumble on v0 to v1 repo transition

Change Summary:
* fixes a case where a v0 -> v1 or v1 -> v0 catalog transition might not
update the installed image catalog with the latest catalog information
from the known catalog (issue introduced in b130)
* more robustification of image catalog build
* expanded v0 -> v1 unit test
