13846 pkg awakes after reboot to discover that it has made a mistake
13589 __possible_dict KeyError on pkg install
13810 KeyError in PkgSolver:__filter_publishers
13834 pkg install -v should indicate why incorporated packages are not
considered for installation
13981 unversioned dependencies on incorporations are relaxed during install,
causing unneeded ipkg updates on systems w/o entire installed
