Sorry I missed that.  I apologize for my ignorance, but in this
situation are we building the catalog for the first time?  If so
is it the merged catalog?

No worries.  I thought you were asking for the transport to consume this
exception and raise a different one to the caller, but it sounds like
that's not the case.
