Reviewed offline with Padraig and tested on the various locales. There
are a few l10n bugs still to be addressed, but these will be tracked as
separate l10n stopper bugs for the release. Also as this webrev does not
contain complete translations an update will need to be provided for
b133 again as a l10n stopper bug.
