The major changes from the previous version to this one is that how
actions and variants are tracked has been changed to always keep
variant information in VariantSets internally.
New functions:
actions/generic.py: strip_variants
publish/dependencies.py: split_off_variants
publish/dependencies.py: The results are now seeded with the
dependencies that already existed in the manifest.
pkgdep.py: all changes are new

Bug:
14118 pkgdepend resolve results in repeated dependencies
This fixes the problem that the results of pkgdep resolve could have
duplicate dependency actions in it. It combines them appropriately
given the variants involved.
