It really shouldn't be.  There's an option to delete the content cache
after a successful operation, but that's off by default.  You can check
that with:

    pkg property flush-content-cache-on-success

If it's True, then the cache will be deleted.  But when the operation
fails, like it does for you, this doesn't come into play.

Now, the progress indicator will appear to re-download the files it had
retrieved before, but it's just confirming the checksums on disk.  You'll
usually notice that this portion of the "download" happens much faster than
if the bits are actually coming off the network.
