Are there any flags to enable to get more debugging output ?
pkg --debug plan -R /a image-update -v

It does not provide anymore output. Looking at the history and also the
output, only refresh-publishers is getting run. Any other ideas ?

Could you post the output it does provide? Something doesn't sound
right here.

The output of 'pkg -R /a list' would also be helpful.

Cheers,
I am attaching the following outputs.

list_install.txt:
The output from pkg -R /a list and pkg -R /a install -nv
[email protected]
BTW, this showed that pkg install would succeed.

image-update.txt:

This file contains the output from pkg --debug plan -R /a image-update
(as suggested by Danek).

So, while the image-update probably should work (it's possible package constraints are preventing this somehow), I'd like to point out that you are using a build132 pkg client to install build111. That may or may not work. Ideally, you really should be installing build132 if you're using the build132 package client, since the result is going to be unusable anyway unless you immediately image-update after doing the install of 111b.
I can see that it is subtly different from someone image-update'ing from 2009.06. But what happens if one is on 2009.11 sets the publisher to dev, does a pkg install SUNWipkg and then proceeds to pkg image-update. Will the version of SUNWipkg not change ?

In particular, the image created with newer package builds may not work with older package builds.

Cheers,
