Ah, yeah, that's it. You can't upgrade from 0.6.1 to 0.4.0. IPS sees
it as a downgrade, and won't do it. Good catch, Alan.
I wonder if you're confusing the system by asking it to "upgrade" to a
package with a lower version number. It appears whatever method you're
using to build these packages is out of sync with the WOS (besides the
obvious failure that your packages use old names which the WOS build 133
declares obsolete).
