Please review this fix for
14673 zones update gets confused on update with renamed packages
This is a conservative fix for the problem described in the bug
report. We could also, as Danek and Bart have said, remove this
section altogether. However, I believe that the low-risk thing
to do at this point in the release is to just fix the extant logic.

If people agree to this plan, I will file another bug for removing
"phase 2 updating", and will do that post-release.
