The following webrev contains fixes for the following issue:
14856 image-create / set-publisher shouldn't require repository
configuration to have origins

In short, this changes the client (and client API) to assume that the
repository URI provided during auto configuration should be used if the
repository itself did not provide origins information.
For single-instance depot servers, the actual URI used to access the
repository may change often, and it has been deemed undesirable to
require frequently changing it.
With that said, it will be beneficial to users in the future if
administrators choose to provide the origins information. In
particular, it is anticipated that will eventually allow the client to
automatically handle the re-location of a repository (such as
http://server1 to http://server2) automatically.
