So, if I understand right, the original intent of the "fmri.pkg_name not
in self.__installed_fmris" you removed was to ensure that dependencies
that weren't installed for packages named on the command line were set
at their newest version?
When I tried this fix out yesterday, it worked as expected for me.
Also, given that this appears to have resolved 12898 as well, do you
want to include that one in your log comment too? Or close it as a dup?
Otherwise, seems right.
