timeouts
* Workaround: set PKG_CLIENT_TIMEOUT to a higher number than the

I think you'll have to stop calling it "dev.opensolaris.org" - it's
"opensolaris.org"; As I understand it, the name is not settable by
the user any more, but defined by the repository itself, so I'd
suggest you do something like
$ pkg unset-publisher opensolaris.org
$ pkg set-publisher -O [3]http://pkg.opensolaris.org/dev
opensolaris.org
