notice how we index packages three times.  i'm guessing this is
happening because to do the image update i manually cloned my current
BE, mounted it on /a, and then ran ran "pkg -R /a image-update".  this
doesn't happen if i drop the -R argument and let pkg clone the BE for
me. (fyi, i'm doing the be management manually because it allows me to
delete the contents of /var/pkg/download and prevent it from being
captured in BE snapshots.)

has anyone else seen this behavior?
