The following webrev contains changes for the following issue:
8871 pkgsend include error unit tests missing

Originally, this bug was about pkgsend include failing if the specified
file didn't exist, however, Bart already fixed that problem in in rev
1542 as part of bug 12895.
However, there's no unit tests for it, so I added some.
