I had a look at this machine - in the active boot environment, I ran
'pkg publisher' which reports that opensolaris.org points to
http://ipkg.sfbay/release which would explain why the system isn't
seeing any available updates.

You might want to dig around in the 'pkg history -l' output to see when
the publisher was changed from /dev to /release.
