Moving back to pkg-discuss, as I don't see what other questions to ask.

Seems like the "list -a" command should have reported a known version of
the incorporation from on-nightly publisher.

Only with -f in this case since, as documented in the man page, -a only shows the latest versions of packages not installed, and packages that are installed.

So, "pkg list -af" would be enlightening.

However, see below:

Your publisher settings look correct, and the repo appears to have when
you need.

Do you have any packages from the contrib repository installed? I
assume "no," since it's not listed as a publisher.

Do you have any renamed or obsolete packages installed?

        pkg search -l ::pkg.renamed:true
        pkg search -l ::pkg.obsolete:true

I'm assuming the key issue in the output below are these lines:
...Suitable required dependency
pkg:/service/security/[email protected],5.11-0.137 cannot be found

I point my browser at localhost:13000, navigate to the packages list
and the 4 or 5 I spot checked were indeed listed.

No, that should have done it.

        pkg -R /tmp/849_137 list -a osnet-incorporation
        pkg -R /tmp/849_137 install -nv osnet-incorporation

?
