The following webrev contains fixes for the following issue:
15234 "pkg list -a" doesn't account for pattern versions

Change Summary:
Previously, if a pattern with a version was specified, pkg list -a would
only show matching versions if they were also the newest version for
that package or the newest version allowed by any installed incorporations.
pkg list -a will now show the newest version of a given package if it
matches any specified patterns, and is allowed by any installed
incorporations or matches an already installed version.
