The webrev, http://cr.opensolaris.org/~padraig/ips-16151-v1/, fixes 16151 PM and UM do not handle case where new BE is created unexpectedly
The webrev does not use the plan's reboot_needed to determine a new BE was created. Instead, it determines manually whether a new BE was created. It undoes some of the changes in revision 1880 for bug 15737.
