16437 resync repository to snv_143
16438 recent update to 142/common/StorageServer unnecessary
16439 set-publisher.sh doesn't handle multiple IPS repositories correctly
Note that the "install" consolidation comes into this build by
delivering a native IPS reposaitory. As such, there were some
complications which have either been fixed or worked around for now.
