The following webrev contains fixes for the following issue:
16509 coverage is imported before environment setup is complete

This fixes an issue I inadvertently introduced in changeset 1968 where
if coverage can't be imported from the standard Python locations or
isn't in the default PYTHONPATH when executing run.py, the test suite
won't execute.
