[pkg-discuss] Delay when install or uninstalling a package

I have noticed that when I install or uninstall a package there is a 
delay after the Install Phase or the Removal Phase before pkg exists.

This delay is of the order of 20 seconds and the time seems to be spent in
self.image.update_pkg_installed_state(
                                    executed_pp)

in imageplan.py.

Is this the expected behavior?
