I suspect, although I cannot say with 100% certainty, that based on a
related case of this issue that happened earlier today, that this was
caused by catalog data in web cache not reflecting what's actually in
the on-onbld repository.
And in addition, due to bug 16715, the client API didn't discover this
problem and fail the operation as it should have (at a minimum).
The client API will be changed to attempt to get caches to revalidate
their content in this scenario in the near future.
