I found that I'd neglected to ensure that the .py files in our native build
had their timestamp attributes, and then discovered that when starting with
a complete manifest, pkgsend doesn't have a way of generating them -- it
only does so when generating the manifest itself.

should fix
16724 timestamps on .py files missing from ips consolidation packages
16725 pkgsend has no -T option for publish subcommand
