There's no legacy action for SUNWipkg-gui-data, so the SVr4 package isn't
created. You can create the package by hand, you can add the legacy action
to one of the IPS packages, or (possibly more simply) just use the build
134 version of the gate to do your build.
Ultimately, you'll probably be better off creating IPS packages natively,
and generating SVr4 packages from them the way we do, bypassing the need
for the importer entirely.
