The following webrev contains fixes for the following issue:
16651 can't access versions of packages other than newest for list
-n, info -r, and contents -r

Please note that unit tests were only added for get_pkg_list() and not
info and contents since they use get_pkg_list() to obtain their results,
so adding unit tests them as well seemed redundant.
I did verify that contents -r and info -r worked as expected manually
just to be certain I didn't overlook something.
