That is ambiguous: it could mean that it list the publishers only when
the package data was updated or that it shows the list of publishers AND
when a package was updated.
In general I would get rid of the comma before the "and" if it is not
absolutely necessary. Without the comma you wouldn't have the ambiguity.
I'm not sure I see the issue, but I've reworded this.
