The webrev, http://cr.opensolaris.org/~padraig/ips-16905-v1/, fixes 16905 Unhelpful message when CatalogRefreshException occurs when installing 16914 PM and UM always create new BE on image update
This weberv causes a more meaningful error mesage to be displayed when CatalogRefreshException occurs when installing or removing packages.
It also changes causes a new BE to be created only when necessary when executing a plan_update_all in Package Manager or Update Manager.
