I added a comment for this bug that it might be also useful to add another
option to only publish the latest available build in a repo. I made my own
local modifications to allow nightly builds to publish the C-team repos
together even if not all C-teams have delivered their latest builds. For
example "Y-consolidation" may have integrated their build 149 repository,
while "Z-consolidation" has not yet. Rather than use David's change to
publish all packages, this option would publish only the latest build
available in the repo (build 148 for "Z-consolidation" in my example above).
That was one of the motivations for my change but in other cases I've
also wanted to get the obsoletions and renames republished so I
combined these into "publish everything". It might make sense to file
another bug in pkg/importer to cover the latest build case which is
useful by itself.

No, the above change is really cosmetic. I don't know what's causing
16994 although it seems somehow smf(5) didn't clean up the repository
after the manifest was removed as part of the package rename.
