This addresses
17015 Visual Panels should be delivered via a native IPS repo
which means that the "vpanels" consolidation will be delivering their
packaging updates via native IPS.
I've revised the webrev to include a fix for a botched dependency
removal I did for build 148. The revised webrev is at
