When processing a P5I file, I'm wondering if it is proper to try the

It doesn't know the repo the file came from, so that would be difficult.
If you're talking about the .p5i links in the web interface, the issue
is that the administrator hasn't configured their repository correctly.

The origins list being empty is fine as long as the the target image the
.p5i is being used with already knows about the related publisher and
repository.
What if the .P5i file come from somewhere other than a repository?
Then you can't use it if it doesn't contain origin information and the
publisher is unknown.
Sorry maybe this is a general question, If I got a .P5I file from a url
and the origins is empty, then I could check this url as its repository.
But how can I check whether this url is a valid repository?
Try to set-publisher with it probably is not a good solution.
That is your only solution. If the target origin isn't a valid
repository, then the operation will fail.
