It looks like your publisher preference order is causing problems, as if opensolaris.org is higher preference than on-nightly, and/or one or both is sticky?
Failing that: Does your project build include signed or unsigned crypto bits? If they're unsigned, and you're therefore relying on the Oracle-private crypto certs (delivered via the driver/crypto/dprov package in the extra repository), then it will prevent upgrade to an RE repository because that package is incorporated but not delivered.
