Bug:
17700 pkgdep can trace back when two packages deliver paths which
satisfy a dependency

This fixes a problem where pkgdepend can traceback when multiple
packages satisfy the same dependency under the same set of variants.

The changes seem right (minus some needed copyright updates), but what would the user see for an error message?
The user would see a report of multiple packages delivering the files which satisfied a dependency.

What message would the ON build have spit out when it failed, and what was the problem?
When it was failing, it was spitting out the assertion failure seen in the bug report. Now it will report an error like it does for several other issues.
