The problem is not IPS, it's what you installed. You could
have gotten the same situation with the old installer by choosing
"End User" cluster - in that case, like now, you have to add the
packages containing the headers.
"pkg install system/header" will give many of the ones you want.
You can use "pkg search" to find others you may need, such as
"pkg search unistd.h"
