I didn't think it was necessary. @latest only deals with matching;
so it will definitely match a version of a package that isn't allowed
by currently installed incorporations. The solver handles the
rejection in that case.
I'd put it in so that we're testing the user experience we expect. Since
the primary purpose of @latest is so that folks can be sure they're
upgrading a package to the latest version from the publisher and fail if
it's not possible, then we should make sure that's what happens, rather
than assuming the underlying implementation happens to get that right.
It seems strange to test for behaviour that wasn't implemented here
given that we already check that the solver rejects installation of
packages not allowed by incorporations.
However, I guess it makes sense to test for the particular behaviour:
