The webrev below contains changes for the following items:
15750 depot bind address should be configurable
17865 client api doesn't allow ipv6 addresses in URIs
17866 llmirror option causes traceback on startup

Note that once this is putback, the test suite will fail if the ipv6
loopback device is unavailable.
