The following webrev contains changes for the following RFEs:
17599 set-publisher should allow '*' for -G and -M options

This change makes it easy to script publisher configuration for programs
like onu since they don't have to parse the output of 'pkg publisher' to
determine which origins or mirrors need to be removed so they can add a
new one.
