Could you add a test for the case where two packages both deliver
/usr/bin/foo, and both say it's a blended action, but they provide files
with different hashes to be delivered to that location. It'd be great if
pkgmerge errored in that situation, but if both actions were propagated
as I expect will happen, pkgsend or pkglint would catch the problem
later on I think.
Other than that, lgtm.
