Upgrade your *ENTIRE OS*, not just ON, to build 159 or later, since that file
moved from the package for the Package Manager GUI to the core IPS package in
snv_159, and to a new path in the process.
Of course, to successfully build current ON you should be on something newer
even than that, given more recent flag days.
