This change makes debugging easier (for both us and our users) by
ensuring that if -v (or -vvv, specifically) is specified to 'pkg
update' or other operations that EXIT_NOP (4) if there is nothing to
do, still display planning information.
This change is particularly helpful with pkg update if the solver
thinks there is nothing to do, and you want to see why the solver
rejected each package version.
