This adds testing for signed packages and fixes a bug in pkgrecv where
it couldn't transfer signed obsolete or renamed packages. The cause of
the pkgrecv problem is that add content in server/repository has a
specific list of actions it allows. I would be curious whether, in the
long term, people think it would be a good idea to move away from the
"list of action names approach" to using properties set on actions.
Personally, I think that's the more sustainable way to go, but on the
other hand, if we're not planning to add many more action types, then
it's probably moot.
